This mod does not require ModLoader or ModLoaderMp in Single Player. It does not matter if you have ModLoader in your jar, installing ModLoaderMp is not required. ModLoader and ModLoaderMp are only required if you get onto a server with the server side of this mod.

At Better Enchanting 1.2.5 Mod, you can placing bookshelves in the normal order around the enchantment table will reduce the cost of the enchantments. The enchantment cost is also reduced by the items enchantability. To repair a tool, a tool must be enchanted and damaged. The cost of repairing a enchanted item is 3/10th’s the cost of the cost of enchanting. The process will repair the tool fully.
